Rule:

Choose your Starting card and make all necessary moves and draws. Once completed, return to the Move phase and selected another Starting card. If the second Starting card chosen has a Faction icon on it, you may play a Faction card, otherwise you must skip the Faction phase. Ignore Faction icons on first Starting card.
