The Overlord regime has been developing a highly concentrated version of Dream which they call “Neon Dragon”. This potent new form of mind chaos has created an uproar in the Community. Faction recruiting has improved significantly.

Rule:

During this round, all neutral cards that start in Recruits will start in Loyalists. No cards may be placed in Recruits during this round. If a Faction card says Recruits, change it to Loyalists. If a card is moved into a Recruit row skip that row.
