Fear is a useful tool, the self-proclaimed “Master of Fear” uses excessive tactics to exploit his victims’ fears. Along those lines he gains the assistance of members of the Community by threatening them to aid the Shadowcell cause.

Rule:

Draw 6 Community cards and place in neutral area. If any drawn card is Underground (black) or Union (green), place in Allies. If any drawn card is Activist (purple), Corporation (grey) or Entertainer (orange), place in Loyalists. Leave remaining cards in neutral area.
