Exfiltration is needed once a mission is completed or if agents are in trouble. Shadowcell is the absolute best at strategically getting their agents out of harm’s way.

Rule:

Swap 1 card on your side of the board with 1 opponent Loyalist from the same Community (color) as your swap card. If the card you receive is a 9 or less, draw 1 random Afterlife card and place in Recruits.
