The most heavily guarded groups outside of the Government are the Law Enforcers and Union armies. In order to make them understand that they are still weak, a strike must be done in a fast and swift motion.

Rule:

Choose 2 random cards from the neutral area and kill them. Kill up to 2 cards on the board from the same Communities (colors) as the killed cards.
