The Many Eyed One has spies in all Communities, making their way into opposing factions. These spies, whom he calls “eyes” can remove potential threats to Dawnlight’s ultimate goal. This influence, if left unchecked, can also sway others to join Dawnlight, increasing Dawnlights hold over the Community.

Rule:

Place face up in Round Effect. Kill 1 opponent Recruit this round. Kill 1 opponent Loyalist next round. At game’s end, if card has not been removed, draw 1 Community card and place in Recruits.
