Dharma works with long trusted informants within the Law Enforcer, Underground, and Corporation communities to achieve what he calls a “cosmic order.” Using these localized spies to collect information on the enemies of Dawnlight, he controls and changes the minds of those walking an unrighteous path. He ultimately considers himself a peacekeeper, as he serves as an arbiter between communities.
