She has the resources to protect and control whomever she desires.

Rule:

Place the Queen behind a card on your side of the board. As the Queen moves through rows, any card of the same color moves with it and is protected. The Queen is protected. If a Faction card moves the Queen, all of the protected Community cards move as well. If Queen is removed, choose up to 2 cards protected and move to Allies.
