In her own right, Portia Highcloak is about as highborn as her name suggests. She was in line to be the queen but King Calabrese had set his sights on Caissa. This was not in her plans so now she has become a ruthless propagator of misinformation and rumors. She plays a real-life game of chess with her dealings with the Communities, swapping roles and moving pieces around the city as if the players were actually just meaningless plastic pawns in her own game.

Rule:

Swap 1 card from your side of the board with up to 2 cards from the same Community (color) in one of the opponent’s rows. If you swap more than 1 opponent card, opponent draws 1 Community card to their Recruits.
