Vapor used to work in a nuclear power plant. One day there was an accident with the coolant where she was exposed to the radioactive steam. When she recovered from the burns she was told that she was blind. However, there was an unknown side effect from her cells undergoing a mutation. Vapor quickly discovered her new ability but it took time for her to gain complete control and master it.

Rule:

Draw 5 random Communtiy cards and place in the neutral area. Shuffle the neutral area and move 5 random cards to your Recruits. Place remaining cards into the neutral area.
