The Community Guardian is a man that has been given his role in the Community by a higher authority. He is responsible for the safeguarding of Community members trying to simply navigate the battles in the streets. He is one of the good guys.

Rule:

Draw 2 Community cards and place in Recruits. Move all cards in the neutral area from 1 of the drawn Communities (colors) to your Recruits.
