The Community Guardian is a man that has been given his role in the Community by a higher authority. He is responsible for the safeguarding of Community members trying to simply navigate the battles in the streets. He is one of the good guys.

Draw 2 random Community cards and place in Recruits; Move all cards from 1 of those Communities in the neutral area to your Recruits.
