There are many hackers with a lot of influence but combating them at all turns is the Reprogrammer. Like other societal roles, these are humans that have been implanted with robotic features that keep them ahead of the hackers. They are controlled by someone but no one is sure who. The Reprogrammer can access networks at any time, in any place, and by any means necessary. Not the nicest people to work with typically but exceptionally powerful.
