Outside of the Propagator of Deports, the Grand Inquisitor is the only person in Novus who has more enemies and more hate thrown their way. This is the one person who runs the entire rating and deporting process from start to finish. Most see the Grand Inquisitor as the closest thing to the devil that can exist in this world.
